Winter School - Constitutional Crisis

The fourth Advanced Skills course took place From 1st of March to 3rd, 2026. The 1st of March and 3rd of March took place at Torre Galfa, Milan while the 2nd of March was held at the University of Milano-Bicocca. The Winter School on Constitutional Crises is an advanced academic program designed for junior scholars interested in a critical and comparative exploration of constitutional transformation.
The initiative is organized within the framework of the TNE IMP-ACCTS Project and is funded by the European Union under the National Recovery and Resilience Plan.
The School aims to provide a forum for high-level reflection on the causes, manifestations, and implications of constitutional crises across different legal and political systems. Through lectures, seminars, and structured discussions, participants engaged with distinguished experts to examine how constitutional frameworks adapt—or fail to adapt—to modern challenges such as the impact of AI on democracy and the rule of law , cybersecurity threats , and the protection of fundamental rights in the digital frontier . The program also included immersive trials and roundtables for young scholars, fostering a deep dialogue on legal resilience in times of crisis.
Emphasizing interdisciplinarity and comparative dialogue, the Winter School fosters scholarly exchange among experienced researchers in constitutional law, international law, and related fields.

Winter School - Constitutional Crisis and Cyber Security: Institutions, Rights, and Global Challenges

The Advanced Skills for Junior Scholars, focused on Constitutional Crisis and Cyber Security: Institutions, Rights, and Global Challenges aims to provide an interdisciplinary forum for reflection on the profound transformations affecting contemporary constitutional systems in the digital age.

In recent decades, the interplay between constitutional governance, technological transformation, and security imperatives has posed unprecedented challenges to democratic legal systems. Contemporary constitutional crises unfold in a context marked by cyber insecurity, digital interference, disinformation, and geopolitical tensions, testing the balance of powers, the protection of fundamental rights, and the legitimacy of public institutions. The digital domain thus emerges not only as a new field of conflict, but also as a constitutional frontier, raising crucial questions concerning sovereignty, accountability, and democratic integrity.

The programme seeks to engage junior scholars in a critical dialogue on the nexus between constitutional crisis and cyber security, integrating perspectives from constitutional law, comparative and international law, political theory, and security studies, with the aim of exploring how to reconcile national security, the rule of law, and democratic integrity in the current global context.

The first Advanced Skills course within the PNRR TNE IMP-ACCTS project will take place from July 19 to 24, 2025, between the Certosa di Pontignano and the Department of Law (Presidio Mattioli) of the University of Siena.

The Summer School, titled Security in Constitutional Systems, will address security issues in constitutional frameworks through a multidisciplinary approach.

The course will feature contributions from scholars and professionals from both the public and private sectors, offering a combination of theoretical insights and practical perspectives.

The program is organized around three main thematic areas: migration flowsdata flows, and capital/financial flows, all examined through a comparative lens.

The aim is to explore how different legal systems respond to transnational security challenges. The initiative offers an advanced training opportunity, primarily intended for senior researchers interested in deepening their understanding of these topics from an international and interdisciplinary perspective.

The Opening Workshop of the IMP-ACCTS project (International Mobility Programme – Assessing Constitutional Crisis Impact and Security) was held on 16–17 December 2024 at the University of Salento in Lecce, Italy.
This inaugural meeting brought together representatives from the partner universities to officially launch the project activities and outline the framework for future collaboration. Over the course of the two days, participants discussed key aspects of the project, including the definition of roles and responsibilities within the management teams, communication and dissemination strategies, and mobility opportunities for students and academic staff.
Presentations were given by members of the University of Siena, including Tiziana Gatti, Amleto Rossi, and Candida Calvo Vicente. The meeting served as a pivotal moment to establish a shared vision and strengthen cooperation among the institutions involved, laying the groundwork for the success of future IMP-ACCTS initiatives.
